  Statement "Positive economic growth contributes to Guilford’s quality of life, has a net positive fiscal impact on infrastructure and services, provides a high degree of protection for the town’s natural resources, and is sensitive to neighboring residential areas.

So that the cost of services does not burden homeowners, there should be four benchmarks for economic development: character, scale, quality, and fiscal impact. But to have development, Guilford must capitalize on its assets and educate townspeople so we can avoid NIMBY (not in my back yard) reactions to appropriate development.
